Position Title: Village Administrator

Reports To: Mayor
QUALIFICATIONS:
Any combination of training and work experience which indicates possession of the knowledge, skills, and abilities listed below. This includes:
1. Five (5) years of experience in municipal government operations, or equivalent combination of training and experience.
2. Must meet all requirements to allow for bonding.
3. Ability to pass a pre-employment drug screen and background check.
4. Valid Ohio driver’s license.
GENERAL DESCRIPTION:
Under general direction of the Mayor, supervises activities of all service departments’ personnel, including Human Resources functions to include hiring, discipline, and release of employees; advises employees on proper operations and procedures; assists in creation of budget and general financial direction of the Village; manages the Development and Zoning for the Village; directs the management and operation of the Village Service Departments; inspects and maintains facilities and equipment; prepares and maintains various records.
REPRESENTATIVE LIST OF RESPONSIBILITIES:

- Manages, directs, and supervises work activities of all employees under position supervision.
- Creates regulation for the safe, economical, and efficient management and protection of employees and public utilities.
- Shall provide the same duties as prescribed in sections 735.273 and 731.141 of the Ohio Revised Code.
- Shall appoint officers, employees, agents, clerks, and assistants, provided such positions are first authorized by the legislative authority of the Village; but such appointments shall be subject to approval by the Mayor.
- Determines and assigns work projects as well as work schedules.
- Works with the Clerk Treasurer to establish an annual budget and works to control cost and increase revenue and collections.
- Makes contracts, purchases supplies and materials, and provides labor for any work under his / her supervision involving not more than $75,000, except that any purchase and / or contracts exceeding $50,000 annually must first be approved by Village Council resolution.
- Contracts and purchases in excess of $75,000 shall be made in conformance with Ohio Revised Code sections 735.05 through 735.07 and other relevant provisions of law.
- Creates a supportive and responsive work environment for employees, which includes regular staff meetings, employee evaluations, and implementation of performance improvement plans as needed.
- Responsible for employee motivation and discipline, including coaching, corrective counseling, oral and written reprimands, suspensions, or terminations in accordance with established policies. Shall comply with all provisions of the Village of Carrollton Employee Handbook and ensure that all employees under his/her supervision are in compliance with same.
- Creates Village Council activity report and informational packet when applicable for bi-monthly Village Council meetings.
- Serve as a liaison between the Village of Carrollton and other municipalities, Carroll County, and surrounding areas as necessary.
- Serves on local, state, and national boards to provide recognition to the Village of Carrollton.
- Communicates with the Mayor and Village Council on a regular basis to advise of project status and accomplishments and, when required, prepares written reports.
- Performs other related duties as assigned by the Mayor.
This position is a full-time contract position that includes family medical insurance, paid
vacation and Public Employees Retirement benefits. The salary range is set at an annual salary of $60,000 to $73,000 based on experience. A complete job description can be found online at the VillageofCarrollton.com website.
