Biography:
Mr. Fowler is a 2006 graduate of Master of Public Administration Program at the Levin College of Urban Affairs of Cleveland State University. He is also holds a Bachelor of Arts Degree in Public Safety Management from Cleveland State University. He received his high school diploma from Linsly School in Wheeling, West Virginia.
